TRANSITION FROM QUOTAS TO TARIFFS
We spoke about this this afternoon. I understand that the Foreign Office are still thinking of an appeal to the Prime Minister against the Chancellor's decision to reject a Finance Bill amendment permitting temporary duty relief. If the FCO do appeal, we should support them. But I do not suggest that DTI should continue to argue the toss and, in the absence of any move by the FCO, I agree with you that we should now take a decision without further delay on what transition arrangements to apply in the absence of duty relief.
2 I attach an up-dated version of your submission to the Minister for Trade of 23 April. We have tried to eliminate the appearance of a discreet submission which gave rise to trouble on that occasion, and this has meant sharpening the conclusion which was our joint intention last time that quotas should be enforced up to 31 December.
