MOVE FROM QUOTAS TO TARIFTS
I agree with Kr Webster that the three Governors (but not the Administrators) of the AIOD territories ought to be consulted
on this question. I also agree to the form he suggests should be used in writing to the territories concerned.
2 The Seychelles are likely to have a keen interest in the move from quotas to tariffs. A very high proportion of their imports come from India including in 1968 (the last year for which figures are available), 838,000 yards of cotton piece goods.
3 I suggest that the best method of consulting with Governors etc would be for Commodities Department to devise a circular despatch which could be sent to all the dependent territories.
