1. A meeting was held on 1st February 1971 in Millbank Tower at the request of the Governor of Hong Kong between representatives of the Hong Kong Government the Department of Trade and Industry and the Foreign and Commonwealth Office The following agenda (suggested by the Governor) was agreed before the meeting:

(a)

The probable effects on Hong Kong of implementation from 1st January 1972 of the policy regarding imports of Commonwealth cotton textiles which was announced by the then President of the Board of Trade on 22nd July 1969;

(b)

The further implications for Hong Kong of this policy in the light of Britain's application to join the European Economic Community;

(0)

The case for reconsideration of the implementation of this policy in view of the uncertainties surrounding trading conditions as a result of the E.E.C. application;

(a)

Other measures which might alleviate the adverse effects on Hong Kong trade which are anticipated.

Mr. Carey welcomed the representatives of the Hong Kong Government to the meeting which had been presaged during talks attended by the Governor in November 1970. He suggested that the meeting should deal first with issues arising in connection with cotton textiles and might then go on to consider developments in the field of trade in non-cotton textiles.
