In sum this means adaptation to the

EEC's GPS scheme, including adaptation on

textiles. (which is nowhere stated explicitly

in this paper). This means duty-free quotas,

not perhaps based on our full import figures

from the GPS beneficiaries, but that we should

at least give terms no less generous than

those accorded by other members of the

Community.

We should therefore push strongly for

the duty-free entry mentioned for 1973, and

will have to hold firmly to the decision to

protect British industry by the sole means

of the tariff from 1972 against growing

pressure from industry to supplement the

tariff with quota restrictions.
