listed would be sought at some time.

2. Of the 12 items, 6 were described as "sensitive

products from Hong Kong that appear unlikely to meet

the origin rules" and listed in Table 3 of the report

dated 16 December 1970 of the Community's Working

Group on Hong Kong, submitted to the Committee of

Permanent Representatives and passed to you through

DODGE.

3. On 26 January 1971, the Community stated (CODEL

45) that it: "envisaged that a certain number of

products would not be able to benefit from preferences
