there are violent reactions to the contrary by you, we would, as necessary, be guided by what I have said above. We have asked our legal adviser for his comments on the preliminary paper on international obligations but I doubt whether these will add significantly to my general impression of the paper, namely that it will be excessively difficult, if we wish to move quickly, to achieve any change in our policy which would be both consistent with our international obligations and have any quick effect on the amount of textile imports into the UK.
