Although this may appear hard on Taiwan, we could argue that when they

were being excluded by the EEC, their inclusion in our scheme would

represent a major concession in terms of burden sharing, and this

could be justified only if all the major developing producers of

the Far Dast, including Hong Kong, were included by other major donors

in addition to the EC.

The possibility that some developing Commonwealth countries may

be excluded from the US scheme is a considerable problem but there

seems nothing effective that can be done to redress this by excluding

any countries from our list. Nor can we compensate Hong Kong or our

other dependencies if they are excluded, except possibly in the case

of Taiwan.
