INTRODUCTION

1 The subordinate legislation in the Autumn to introduce our

scheme will have to specify the countries and territories that will

be beneficiaries. The enabling powers, in Clause 1 of the Finance

Dill, give discretion to the DAI to specify the beneficiaries and

limits the choice only to those countries that have claimed

developing status.

Cur principal difficulty is that we shall

probably have to make our choice before we know the final

intentions of all the other major donor countries, but certain

broad conclusions can be reached.
