Clearly, Mr McEnery's visit to Hong Kong, (his minute to me of 15 June) was very worthwhile in giving us a fuller insight into Hong Kong's thinking, in making sure they understood the full flavour of ours, and in promoting harmonious relations between Hong Kong and London. It is encouraging that Hong Kong now seem fully alive to the risk of exposing themselves to restraints elsewhere if they give away too much to the Americans.

In these circumstances, I feel that we can let Hong Kong play their own hand next week and agree that Mr McEnery should not return for that round. I attach a short draft telegram.
