refer to the Community's statement (CODEL tel No 16

of 12 January 1971 paragraph 3(b)) that any special preference

conditions should not in their application give rise

to discriminatory elements and also to Mr Rippon's

statement in reply that it was the continuing concern

of HMG to avoid discrimination against Hong Kong in

favour of its principal competitors among the

developing countries (CODEL tel No 72 of 2 February

1971 paragraph 3). When the outcome of these

discussions was known further consultations could then,

if necessary, be held with HMG to consider what

subsequent steps should be taken.

3. I propose, therefore, that Dodge and Mills

should meet with the appropriate EEC officials

as soon as practicable.
