With reference to our conversation the other day about the Japanese offer under the generalised preferences scheme, I attach a copy of an interim report by Bill Dorward, of the Commerce and Industry Department in Hong Kong on the discussions Wakefield and he had in Tokyo on 15th and 16th June, 1971.

This supplements the brief report given in telegram no. 463 of 17th June from Tokyo, but you will see from this report that Dorward anticipated that a full report on the discussions would follow shortly after 18th June from the Embassy.
