Circular Saving Despatch No 58/70 of 24 September
introduction 1970 gave an account of progress towards the establish-
ment of the UNCTAD Generalised Preference Scheme. A
copy of an article which appeared in the journal of the Department of Trade and industry was sent to you with Circular Despatch No 33/71 (not to Brunei and the West
comprehensive Indies Associated States). This gave a very good general account of the Schemes put forward by the donor
countries.

2. The first scheme to come into operation is that of
which started Cand the European Economic Community/on 1 July 1971Zunder which all territories to which this despatch is address-
ed will enjoy beneficiary status. Details of the origin rules that will be applied and the form of certificate that must be used are enclosed with this despatch
in both the original French and unofficial English
versions. There will be a three month period of grace during which exported products which come under the scheme will enjoy tariff preference even if unaccompan- ied by a Rules of Origin certificate provided that a
certificate is subsequently rendered. Under this scheme the EEC will grant duty free entry to all products listed in the attached UNCTAD documents Nos TD/B/AC5/24/Add.1 of 20 November 1969 and 19 September 1970, subject to limita- tion within the quota ceilings described in the DTI jour- nal article referred to in para 1 above.
