I have no points of substance to raise about the text of the draft Circular Saving Despatch. However, I take it that we would want to know when a territory had taken steps to "register" with the European Commission. It might, therefore, be just worth adding a reminder to this effect to the passage (in the margin of the draft) about copying official stamps etc to the Commission.

2.

Paragraph 4 of the Saving Despatch, which lists the recipients, should be amended so that the Resident Commissioners of the New Hebrides and of the Gilbert and Ellice Islands Colony should receive their copies direct. Accordingly the phrase "for British Solomon Islands Protectorate" should be deleted after the title "High Commissioner Western Pacific".
