If we receive no satisfactory news about Hong Kong from the Japanese before the talks with Mr Aichi, whether by way of a reply to the P.M. message or in some other form, it would be helpful if the Secretary of State could point out (along the lines of the P.M.'s message) the importance HMG attach to Hong Kong's inclusion in the Japanese GPS.
