I attach a draft brief for the Generalised Preferen- ces section of the brief on "Anglo-Japanese Economic Relations". The GPS section might perhaps be re-titled "Hong Kong and the Japanese Generalised Preference Scheme", as this is to only aspect of the GPS we wish to raise with them.

2. The draft has been written in the light of Tokyo telno 421 of 1 June. This suggests that the hones held out to us earlier on Hong Kong were illusory. In the circumstances, there is nothing to be lost by plain sing speaking in the hope that this may have some influence on the Cabinet meeting in Tokyo on 20 June where the final decision is to be taken.
