You have asked for notes on any points we should like the Secretary of State to raise when he sees Mr Aichi on 10 June. I attach a note inviting him to press r Aichi on the inclusion of Hong Kong and our other dependent territories in Japan's preferences scheme.

2 The Foreign Secretary is also being briefed by the FCO to make similar representations to Mr Aichi. The note explains the timing element and why we think this opportunity should be taken since it appears that a message from the Prime Minister has not achieved the result we hoped.
