11 In any contacts with the Nordics it can be mentioned that representations have now been made formally in each capital for the inclusion of Hong Kong. We have recently gained the impression that the Swedes at least are trying to find a way of excluding Hong Kong wholly or in part. Their draft legislation leaves the question open. We have therefore made clear to all four Nordic Governments the importance we attach to the inclusion of all our der enden territories from the outset in their schemes and have deploye the usual arguments. Some of the Nordics, particularly the other candidates for the EEC, are more responsive than the Swedes.

OTHER DONOR COUNTRIES

These will probably follow the major donors in the treatment to be given to Hong Kong and other dependent territories. There is no particular advantage in raising this question with them now. However we would expect all of them to do no less than the EEC. We know already that New Zealand has strongly supports our position on self election and dependent territories but we are not so sure that Canada will be willing to include Hong Kong although her scheme excludes all the goods subject to restraint.
