GENERALISED PREFERENCES: JAPAN/HONG KONG
You will have seen a copy of Tokyo telegram No 323 of 1 May reporting a conversation between Ohtaka of the Japanese MYFA and Mr Whitehead and proposing in the light of this that the Embassy should take up the question of Hong Kong's inclusion in the Japanese GPS offer again "at a high level".

I attach a draft reply to Tokyo on which we would be grateful for your early comments. The draft incorporates most of the additional suggestions in Mr Kemmis' letter of 4 May, a copy of which you have. In view of the time factor mentioned in paragraph 5 of Tokyo's telegram, it would be desirable for our reply to issue before the week-end.
