was the basis on which this was to be done. commented if the Americans were to include Hong Kong it would be difficult for them because of the nature of their offer to go for partial inclusion on the lines of the EEC, as it contained no quota system. The implication of what Mr Rogers said was, I suppose, that Hong Kong would have to be excluded completely for certain commodities.
