Please refer to my minute of 5 May enclosing a copy of Mr Meynell's letter of 1 May. I now enclose a draft reply and should be grateful for your early comment's. As you will see, a copy of the draft has also gone to DTI.

With reference to Mr Laird's minute of 7 May in response to mine of 5 May, I doubt whether there is any question of consulting the Governor of Hong Kong at this point since the present correspondence simply seeks to ascertain what the US position will turn out to be. It is only when we know the result of the internal debate in Washington that any question of action will arise. I would however have no objection if Mr Laird wished to send the Hong Kong Government copies of Mr Meynell's letter and of my reply as it eventually issues.
