BACKGROUND

1. Mr Kennedy had earlier proposed to make London the last

stop on his proposed tour of Western Europe, the main purpose

of which appears to be discussions on footwear imports into the

US and possibly also American policy on textile imports.

last minute change of plan to visit London first has made the

visit less useful to us on the footwear front and, given that

negotiations on textiles are not to start with Hong Kong until

7 June, unlikely to add to the information on this subject

following Ambassador Kennedy's visit to Hong Kong earlier this

month (a report on these talks is in Hong Kong telegram number

289 and 311).

RECOMMENDATION

2.

I attach the present version of the draft brief prepared

for Mr Davies's talk with Mr Kennedy on 18 May; in view of the

detailed talking points in Mr Davies's brief, I recommend that

the Parliamentary Under Secretary use his meeting with Mr Mennety

to get the latter's impressions on his tour of Asia and the

likely next steps. Hong Kong and Trade Policy Department: agree

with this recommendation.
