HONG KONG AND THE JAPANESE GPS
Tokyo telno 364 of 15 May suggests that Hong Kong's meaningful inclusion in the Japanese GPS may now hang on a personal message from the PM to Mr Sato, following up their exchanges on this subject in October last year. 2. This does indeed seem to be the only way to halt Japanese slitherings out of their half-commitment on Hong Kong, and accordingly I attach a cockshy first draft for your preliminary comments, additions or sub- tractions. It incorporates suggestions from Mr Bottomley that we try to get the proposed visit of HK officials to Tokyo out of limbo and onto a firm time-scale. This is certainly worth trying.
