GENERALIZED PREFERENCES: EEC OFFER
On 16 March the European Commission submitted a paper to the Council of Ministers on the implementation of the Community's
offer under the UNCTAD Generalised Preferences Scheme. The Council of Ministers will consider the question at their meeting on 30 March.
2. The Commission paper sets out the different elements comprising the Community's offer which the Council will be asked to approve.

Scope
The Community's offer will cover both processed agricultural products and all semi- and fully-finished manufactured goods, the latter to be subject to import ceilings for duty free entry. Textiles are included in the offer proposed by the Commission.
Beneficiaries:
The Commission propose that in the first instance the beneficiaries of the Community's offer should be those listed in the Group of 77, together with the dependent territories of third countries (including Hong Kong) and that countries outside the Group of 77 (e.g. Taiwan, Cuba, Israel) and the less developed 0.3.C.D. members (Spain, Portugal, Turkey, Greece) and alta should for the time being be excluded from the offer. Consideration may be given at a later date to their inclusion. Implementation Date:
The Commission propose 1 July 1971 as the date at which, for planning purposes, the Community should aim. But they recognise that it may be subject to postponement.
