Mr Cater's letter to Mr Laird of 24 February revives the question of our lobbying the the exclusion from their GPS of Hong Kong's trade rivals. Avoidance of discrimination against HK of course remains our "concern" but does not, I think, commit us to specific and probably counterproductive lobbying of the EEC so long as we re- main outside the Community. I would therefore suggest that your reply should incorporate paragraphs such as the ones in the attached draft --- subject to the comment of EID and CRE depts of the DTI.
2. You might also in this letter raise the point about supplying the Japanese with HK economic statistics, re- ferred to in the record of Mr Bottomley's seventh meeting with Japanese officials in Tokyo. Though not strictly germane to the subject matter of Mr Cater's letter, it is not perhaps worth a letter all to itself, (and has, we trust in any case been overtaken by events).
