We spoke. I attach a draft telegram to Tokyo con- firming that no documentary material about Hong Kong was given to Endo in London. This was at his request. How- ever, from our experience of supplying the Japanese with material on our other dependent territories, it is clear that what the various Ministries will require now is clear documentary evidence of Hong Kong's independence in the various spheres mentioned in points A to E in para graph 2 of Tokyo telno 251. They will require copies of legislation, Orders in Council, White Papers, etc.

2. Unless you have such documentation readily available to send Tokyo, there is merit in asking Hong Kong to supply immediately whatever material

and in the colony. I would therefore be grateful for your urgent comments on the attached draft telegram to Tokyo.
