on the matter of UNCTAD institutionaliarrangenents, in particular, the future or otherwise of the UNCTAD Preferences Committee. He asked that the Trade Committee renew its "mandate" for the naintenence of the Western position on this point but, this. was resisted as making too formal the links between OECD discussions and those in Geneva. The chairman summed-up, without dissent, that the Western Geneva delegations seemed to be on the right lines.
(d) Discussions on a GATT Waiver
Reed again gave a factual progress report. There was no discussion on the subject.

(e) Consultation within OCD after Implementation
7. The revised Secretariat paper (TC(71)6) was not discussed but referred to the Committee's working party, supplemented, as necessary, by "experts," for scrutiny and report to the Committee for later discussion. Delegations were asked to submit preliminary comments on the paper to the Secretariat by 30 April so that a paper could be drafted to aid the working party's discussion.
