GENERALISED PREFERENCES:
HONG KONG
1. We agree with Hong Kong that the important
points are those set out in paragraph 6 of
their telegram to the FCO No. 227 of 1 April.
Hong Kong is not of course governed by the annual
UK Finance Act, nor by the Customs and Excise
Act 1952, nor by the Exchange Control Act 1947.
2. Since MITI's request amounts to their saying
(as was earlier the case with our other
dependent territories) that assertions to the
above effect are not enough, and that they must
have documentary evidence, we have no choice
but to be as forthcoming as we can in response.
Grateful therefore if he sees no objection if
Governor Hong Kong could have copies of following
documents sent to Tokyo Letters Patent, Royal
Instructions, legislation referred to in
/paragraph
