Thank you for your letter of 7 April.

I am all in favour of giving the Japanese as much documentary evidence as possible in the hope of convincing them of what they obviously already know. They are being, even for them, very inscrutable over this issue. Obviously

a right royal battle is raging between MITI and the rest as to just how meaningful or meaningless their offer to Hong Kong will be. The subject of Whitehead's letter of 7 April to Burns in Trade Policy Department is, I suspect, at the root of the trouble.

As matters financial do not directly concern me I have passed your suggestion on to the Financial Secretariat and they will be getting in touch with you.
