You will recall that, at the consultations held

in November last between the Governor and Hong Kong.

Government Officials and United Kingdom Government

officials, the Governor proposed that the United

Kingdom should urge the EEC to exclude textiles and

shoes entirely from their offer of Generalised

Preferences in order to eliminate possible

discrimination against Hong Kong in favour of

South Korea, Taiwan and Singapore.

The United Kingdom side explained that the

United Kingdom had not adopted the EEC type of offer,

and therefore was in a weak position to influence the

EEC in this matter and that in any case we wished the

Community to maintain even their limited offer on

textiles which was of benefit to other Commonwealth

countries.

However it is not yet established whether

the EEC have decided to include your close competitors

in their offer; pressure by us on the EEC for such a

step would prove embarrassing in UNCTAD since your

competitors' LDC status has never been called in

question and that it would be tactically

disadvantageous to complicate the EEC's study of

Hong Kong by making reference to your competitors with

the result that the EEC might review the offer they

have made, to Hong Kong's detriment.
