The Governor originally wanted us to urge the EEC to exclude textiles and shoes entirely from their offer
of Generalised Preferences, but this idea was turned down
by Ministers. The question remains whether we should
inform the Governor formally of this, when our position
has already been made plain to the Hong Kong side on occasions subsequent to the November Consultations.
