I attach a copy of Mr Rippon's personal telegram to the Governor No 91 of 29 January. The language in paragraphs 3 and 4

of this telegram was what I had in mind I am also attaching a copy of our telegram to Hong Kong No 92 of 29 January, a copy of the Governor's reply to Mr Rippon (telno 64 of 1 February) and a copy of Mr Rippon's telegram to the Governor sent from Brussels immediately after a Ministerial meeting with the Six (CODEL 1 of 2 February).

The Governor clearly did not like being over-ruled but I

think there can be no doubt that he is fully aware of the position.
