Employment of women operatives at night in industrial

undertakings.

The Commissioner of Labour has completed a review of the experimental scheme, introduced on 1st March, 1970 for a trial period of sixteen months, whereby the employment of women operatives at night was permitted at night under certain conditions in a restricted range of industrial undertakings. He is satisfied that the scheme has been of some help in meeting a shortage of industrial labour, that a shortage is likely to persist, and that the scheme would help to meet an anticipated shortage in the future. Consequently he proposes to extend the scheme for

a further trial period of twelve months from 1st July, 1971 to 30th June, 1972.

In order to give managements adequate notice of the continuation of the

scheme, he will announce its extension before the end of May 1971. He

will also indicate that a further review will be undertaken in the spring of 1972.

Managements will continue to be required to observe certain general conditions applicable to all industrial undertakings and, following individual inspections, any special conditions considered necessary in respect of particular factories. The general conditions will be as follows:

(a) restriction to adult women aged 18 years or more who voluntarily agree in writing to be employed at night;

(b) restriction of night shifts to a maximum period of employment of eight hours;

(c) rotation of shifts so that no woman is

required to work at night for more than two months without a minimum intervening period of one month of employment during the day;

a minimum of 50 women workers on each night shift;

(e) first line supervision as far as practicable

of women workers by women supervisors;

(f) no employment of a pregnant woman who has applied for maternity leave in accordance with the Employment Ordinance;

(g) suitable facilities for canteens, rest rooms,

and sitting whenever possible;

(h) provision of transport to and from the factory

and convenient collecting points before and after the night shift.
