Hong Kong: Trade Union Legislation

Thank you for your letter of December 23, which we have just received.

I am pleased to see that the contents of our note on trade union legislation in Hong Kong have been conveyed to the Hong Kong Government, but I regret that you think it will be very difficult to hold up the further progress of the Bill. In fact the changes we have seen in the draft Bill deal with points that are largely subsidiary, leaving our main objections unchanged.

It is true that our officials will be meeting with yours on January 5, but it cannot be assumed at this stage that that will be the end of the matter.
