HONG KONG TRADE UNION REGISTRATION (AMENDMENT) BILL
I have been holding these papers until we knew the exact form in which this Bill was to be introduced into the Legislative Council. We have now received Hong Kong telegrams numbers 130 and 133, and I propose, if you agree to send forward the submission which you drafted some time ago with the addition of a new paragraph 5. This would cover the letter to Mr Victor Feather.
2. I also propose that we should now send Sir H Norman- Walker the Note of the meeting we had with the TUC on 5 January. At the same time we could ask him to reply
to Mr Peter C K Chan's Memorandum (at Flag 'F' in file HK K 5/14 Part A, attached).

The only additional point I would make is to suggest that Hong Kong should have a reply about the doubts they express in paragraph 3 of telegram No.1 of 2 January regarding the propriety of our making available the revised text of the Bill to the TUC. Since Hong Kong tend to be rather 'protocolish' about these matters, I have drafted an additional paragraph explaining in detail the circumstances under which the discussions took place with the TUC.
