Hong Kong have now sent is the Ordinance for signification of non-disallowance, but before sending it down to Legal Advisers in the customary way I thought you might wish to see it.
3. The major objections to the Bill have been met by the amendments mentioned by Mr Laird in para. 3 of his submission of 4 March, but the objections of the TUC are still outstanding. Presumably after what Mr Royle said in his reply to Vic Feather of 9 March concerning the impossibility of delaying the Bill further, there is no reason for delaying signification of non- disallowance.

I have examined the Ordinance and see no objection to signification of non-disallowance. The Ordinance is consistent with the Bill (as amended) and accords with the understanding reached between the Hong Kong Government and the Office about its terms. There remains the question of representations made by the TUC and dealt with in the exchange of correspondence with Mr Victor Feather at 13 and 15 on these papers. Apart from sending the TUC a copy of the Ordinance as enacted, I don't think there is any further obligation on us unless the TUC return to the charge.
2. The basic objections of the TUC in connection with Hong Kong trade union legislation are to a large extent in line with the objections they have to the present Industrial Relations Bill and raise far wider consider- ations than the Hong Kong Bill which gave rise to the correspondence.
3. I notice that the Daily Information Bulletin for 24 March (16) quotes Dr S Y Chung as appealing to the Government to take a lead in "exerting greater efforts to educate and train trade union leaders and officials". I was unaware of this intervention by the influential Dr Chung and I would feel inclined to ask the Hong Kong Government for their reactions to this statement and what their plans are.
