Mr. Peter C.K.Chan, a member of the Urban Council, gave a paper to Mr. Royle during the latter's visit to Mong

Kong commenting on the proposed amendments to the Trade Union Begistration Ordinance. A reply in writing was promised to Mr. Chan.

Mr. Chan is confused by the use of the ord "clerk" to describe employees of a Trade Union in place of the word. employee" The change is necessary since the word "employee" is used in the Amendment Bill to replace the word "workman" to describe members of a Trade Union. So far as employees of a Trade Union are concerned, there is no char nge involved

except in the name.

The other points mentioned by Mr. Chan about offences

against public order as duly been amended in the latest version of the Bill which ofits this offence as a reason for debarment from holding office in a Trade Union; the proposed clause adding" obstruction"to the law on picketing has also

been deleted.

4. The Hong Kong Government are not prepared to omit the amendment which makes picketing of private residences an

offence.

I recommend that Mr. Royle should reply to Mr. Chan on the lines of the attached draft letter.
