1. I have had a further shot at revising the paper. I really think that there is no difference between Mr. Cradock and myself as regards the courses which are called 4(c) and 4(d) in your last draft. I have therefore adopted Mr. Cradock's wording. There are still, however, two points on which he and
I differ and at least one on which you and I differ. I have
tried to set these out in the draft submission which covers
The line which I have adopted does not close any
of the options which Mr. Cradock wants and is, I believe, closer
to the thinking of our present Ministers. Nevertheless what I have suggested is that the paper should go forward with two
