67. The Legislative Council adverti action of business by reason of any vacancy in the membership of the "be disqualified for the "trany Council; and any proceedings in the Council shall be valid notwsth- standing that some person who was not entitled to do so took part in those proceedings.

68.--(1) Subject to the provisions of this Constitution, all quession pro- posed for decision in the Legislative Council shall be deternfined by a majority of the votes of the members present and voting.

(2) The Speaker and, when presiding in the Legislative Council, the Deputy Speaker, shall have neither an original nor a castjóg vote.

(3) Any other person shall, when presiding in the Legislative Council, retain his original vote as a member but shall have no casting vote,

(4) If upon any question before the Legislative Council the votes are equally divided, the motion shall be regarded as withdrawn.

69. The Governor, in his discretion, may/attend and address the Legislative Council at any time.

70.—(1) Subject to the provisions of this Constitution and to the rules and orders of the Legislative Council, any member may intro- duce any Bill or propose any motion for debate in, or may present any petition to, the Council, and the Bill, motion or petition shall be debated and disposed of according to the rules and orders of the Council.

(2) Except on the recommendation of the Governor the Legislativo Council shall not---

(a) proceed upon any Bill Including any amendment to a Bill) which,

in the opinion of the person presiding in the Council,

(i) nukes provision for imposing, or increasing any tax, for imposing or increasing any charge on the revenues or other funds of Fiji/or for altering any such change otherwise than by reducingất, or for compounding or remitting any debt due to Taji:

(ii) effects any alteration in the salary, allowances or con- ditions of service (including, leave, passages and promotion) of any public officer or in the law, regulations or practice governing the payment of pensions, gratuities or other like beyélits to any public officer or former public officer or his wklow, children, dependants or persound representatives; or (1) proćeed upon any motion (including any amendment to a motion) the effect of which, in the opinion of the person presiding in the Council, is that provision would be made for any of the purpiser

71. (1) If the Governor considers that it is expedient in the interests of public order, public faith or good government (which expressions shall, without prejudice to their generality, include the responsibility_of Fiji as a territóry within the Commonwealth, and all matters pertaining to the creation or abolition of any public office or to the appointinent, salary or other conditions of service of any public office), that any Hill Introduced, or muy motion proposed, in the Eepidative Comeil should have effect, then, if the Council fails to pass the Bill or to carry 38
