Sir,
I have the honour to refer to your telegram No 437 and to inform you that I have appointed Mr I. M. Lightbody, J. P., to be an Official Member of the Legislative Council on a substantive basis with effect from 8th September 1971. Mr Lightbody becomes Commissioner for Resettlement from the same date.

Copies of the Instrument of Appointment in respect of Mr Lightbody and of the Gazette Notice promulgating his appointment are attached.

Queen through the Secretary of State for Foreign and Commonwealth
Affairs, I appoint
IAN MACDONALD LIGHTBODY
Justice of the Peace to be an Official Member of the Legislative
Council of Hong Kong from 8th September 1971 until 30th June
1972.
