APPOINTMENTS OF UNOFFICIAL MEMBERS TO EXECUTIVE AND LEGISLATIVE COUNCILS
1. The Governor suggested that Mr MacLchose should discuss this matter with Sir Hugh Norman-Walker soon after Mr MacLchose's arrival in Hong Kong. The appointments of all Unofficial Members expired at the end of 1971 and in the Governor's view the best thing would be to extend them for a further six months
from that date. This would give Mr MacLehose time to assess
the situation before recommending substantive appointments for
a longer perică.
2. The Governor thought it time that Y K Kan came off the
Legislative Council, in which case it would be advisable not to renew PC Woo's appointment either, since he would otherwise
become the senior unofficial member and was not capable of adequately filling that role.
3. The appointments of Official Members were being dealt with separately and presented no problem.
