P., to be an Official Member of the Legislative Council on a substantive basis with effect from 4th September 1971 consequent upon the resignation of Mr R. M. Hetherington, D.F.C., J.P. Mr TSUI succeeds Mr Hetherington as Commissioner of Labour from the same date.
