Ir troductory remarks by Mr. Reddaway and Mr. Fyjis-Walker stressed that in the coming financial year, though the Treasury were not proposing cuts they were resistant to any increases and looking as usual for reduction if possible. A "standstill year". The hope for getting additional money could come from the ODA paying a higher proportion of the British Council's budget.

The main issue was the heavy taxation burdens on the British Council (not referred to in the circulated paper). The High Commissioner (Mr. Garvey) had taken this up, and one suggestion was the prospect (not hopeful) of trying to
