Secretary of State's Visit to New York for the

Opening of the General Assembly

I am beginning to think of the programme for the Secretary of State's visit and have written to Mr. Weir in New York inviting his proposals. I should now like to consult heads of geographical departments for their suggestions for meetings with other foreign ministers. My present ideas are that the Secretary of State should have a longish meeting with Mr. Rogers, perhaps even two, running to a total of about two hours (we could make provision for this but leave the actual arrangements open). Apart from him the Secretary of State should probably see Mr. Gromyko. Other possibilities that I have thought of are the Egyptian and the Israeli Foreign Ministers, some of the Commonwealth Foreign Ministers, notably the Africans and perhaps a return match for last year's lunch with Senor Lopez Bravo. If Mr. Jackson is still held by the Tupamaros, the Uruguayan might also be a candidate.

I should be grateful for views from heads of geographical departments. A lot obviously depends on whether the visits of other foreign ministers will coincide with that of the Secretary of State. And the programme will be very tight, so that I hope your suggestions will be kept to the necessary rather than the merely desirable.
