that, as in all matters of judgment there are arguments in support of it and to deploy those arguments in Hong Kong in such a way as to avert the risk of a breakdown of law and order. I wish I could advise on some effective way of putting this
over to him. With other Governors elsewhere in the past this would have called for a friendly personal letter from here, but this technique does not seem to work with Sir David Trench. It
would be best, despite the delay, to wait until he is here on leave in June and to deploy our arguments with him face to face
and not backed by his Hong Kong machine.
