The Foreign and Commonwealth Office have suggested I get in touch with you about including technical education in my programme of briefing before going to Hong Kong as Governor. As you know, technical education is being expanded rapidly in Hong Kong, and I should be most grateful for your help and advice.

While I will have no time to study the subject in depth, it would be most useful before I get to Hong Kong to have at least a nodding acquaintance with the subject and the methods being used to tackle it in comparable circumstances.

I hope to be able to tackle the problem in two stages:-

a. In the second half of June or first half of

a general briefing, including perhaps one or two visits to places of technical education in the United Kingdom.

In the second half of July or early August look at one or two examples of good technical education programmes in circumstances that are comparable to those of Hong Kong.

I shall be in London on 3 and 4 May and it would be most useful if I could call on you briefly to discuss what might be done in a short time and without causing unnecessary trouble, under a, and where you advise that I should go for b.
