I think the Foreign and Commonwealth Office have been in touch with you about briefing me on police administration before I go to Hong Kong as Governor, and that you were kind enough to offer to help.

Ideally I would like to take this in two stages:-

In the second half of June or first half of July - a general briefing on how things are managed in the United Kingdom and elsewhere.

Second half of July or early August and look at how things are managed in one or two places comparable to Hong Kong.

I shall be in London on 3 and 4 May and it would be most useful if I could call briefly on you to discuss what might be done under a. and where you advise I should go for b.

I am anxious not to cause anyone unnecessary trouble over this. There are a considerable number of fields, other than police work, that I will be tackling in a similar way and it will not be possible to spend much time on any one. The object will be limited to gaining a nodding acquaintance with the subject sufficient to enable me to understand what the experts tell me once I get to Hong Kong, and also to have a slight comparative experience. Indeed I feel some diffidence in approaching you, when I need only such superficial instruction. I would nevertheless be most grateful for your help.
