1. I think the Foreign and Commonwealth Office have been in touch with you about briefing me on techniques of traffic control before I go to Hong Kong as Governor, and that you were kind enough to offer to help.

I would like to take this in two stages:-
a.

In the second half of June or first half of July - a general briefing on how things are managed.
Second half of July or early August - go and look at how things are managed in one or two places comparable to Hong Kong.
I very much hope it will be possible for the FCO to arrange something with you on a. But meanwhile I would be most grateful for your advice on where I should choose for b. I will be in London on 3 and 4 May and will ring you up if I have not heard from you by then.
4. There are of course, a considerable number of fields, other than traffic control, that I will be tackling in a similar way, and it will not be possible to spend much time on any one. The object will have to be limited to gaining a nodding acquaintance with the subject sufficient to enable me to understand what the experts tell me once I arrive in Hong Kong, and also to have a slight comparative experience.

I feel some diffidence in approaching an expert of your eminence over such limited instruction, but I would be most grateful for your help.
