Brief for Governor Designate.
Earlier in the year books and papers for the Governor Designate were addressed to him care of the Hong Kong Department: in particular the Top Secret part of his brief was enclosed with Saving Despatch Number 315 of the 26th April.

He was promised that a copy of the "Who's Who" being produced by Special Branch would in due course follow. One is now contained in the attached envelope addressed to him. Once again he may in view of its classification prefer to read it in the Foreign and Commonwealth Office rather than take it away with him.
