2,

Brief for Governor Designate.

Copy put with Brief

The Top Secret part of the brief for Mr. MacLehose was sent under my Savingram No 315 of the 26th April. A few minor amendments to the "Military" parts of it have since been suggested, namely:

Paragraph 105

Paragraph 110

Paragraph 111(a)

Paragraph 112

3.

Commander in Chief Western Fleet assumes

Commander in Chief Far East Fleet's responsibility for the Navy here from 1st May 1971.

Commander Air Support Command assumes the Commander Far East Air Force's responsibility for the RAF here in July 1971.

Whichever frigate is in Hong Kong is the Guardship for the Colony.

47 Light Regiment RA has now taken over from 25 Light Regiment RA.

The total reinforcement in the new plan is for 4 Battalions not 3.

The brief did not mention that CBF now has administrative responsibility for the Garrison in Brunei, having taken this over on 1st April 1971 from the Commander in Chief Far East. This should perhaps have been noted at the end of paragraph 108.

4.

I shall be grateful if you will arrange for these points to be brought to notice.
