APPOINTMENTS OF UNOFFICIAL MEMBERS TO EXECUTIVE AND LEGISLATIVE COUNCILS
1. The Governor suggested that Mr MacLehose should discuss this matter with Sir Hugh Norman-Walker soon after Mr MacLehose's arrival in Hong Kong. The appointments of all Unofficial
Members expired at the end of 1971 and in the Governor's view
the best thing would be to extend them for a further six months from that date. This would give Mr MacLehose time to assess the situation before recommending substantive appointments for a longer period.

The Governor thought it time that Y K Kan came off the
Legislative Council, in which case it would be advisable not to renew PC Woo's appointment either, since he would otherwise become the senior unofficial member and was not capable of adequately filling that role.
3. The appointments of Official Members were being dealt with separately and presented no problem.
ROYAL VISIT
4. It would be possible for the Governor to rearrange his own programme to fit in with a visit by Princess Anne in September, if necessary; but to do so would present difficulties. The Governor was quite willing that the visit should take place
whilst the Acting Governor was in office pending Mr MacLehose's arrival in the Colony. Mr MacLehose saw no objection to this.

Nothing further could be done in this matter pending receipt of a reply from Buckingham Palace to a letter recently addressed
to them by Protocol and Conference Department.
